Release gates
Completing one gate does not authorize another. Cycle publication, the MVP page, and congregation notifications remain separately reversible decisions.

Acceptance record
A representative test group should include congregation respondents, Session reviewers, COM reviewers, staff, and the person responsible for privacy and retention.
Begin, save, return, submit, receive confirmation, and respond to a revision request for the correct congregation.
Take only the actions allowed for Session or COM, preserve prior history, and move an approved form into its final state.
Verify signed-out behavior, prevent cross-congregation access, and confirm that online, printable, and mailed forms use the same values and instructions.
